Clear the bills
Make sure the seller pays any outstanding penalties or Salik toll charges before the actual vehicle ownership transfer. This is simple to do because, by 2020, the majority of them will be able to be paid online through the RTA’s website.
Next, if the seller has a car loan, he must repay it and obtain a letter from the bank confirming repayment. If you agreed to buy the loan from the present owner, you’d also need to go to the bank that issued the loan and obtain a no-objection letter.
Inspect vehicle by an expert

Ownership transfer registration centers
In Dubai, there are a couple of facilities where you can transfer car ownership and obtain fresh registration in your name. Visit the Dubai Traffic Police headquarters or schedule an appointment at any RTA-approved center, such as Tasjeel.
Fill up your application form, which you can obtain from the office’s typing center. Then go to the registration counter and turn in your application as well as all of the other documents listed above.
